Many articles on the ABCDE lately bemoan that there is no good solution to the current Israeli-Hamas conflict or the wider Israeli-Palestinian conflict. There is one: the PEIS Plan.  The PEIS Plan is a peace plan that permanently solves both conflicts using a structure that has not been approached before. I had the rough idea over half a decade and recently spent two years writing down the Plan in a book that was published just two days ago. This is the synopsis of the book.

The PEIS Plan:
The Israeli-Palestinian conflict is deemed the most intractable conflict in modern times: Every plan since the mid-20th century comes to dead ends. This book introduces a novel solution that can resolve this conflict once and for all. The "deus ex machina" in this book is the introduction of the Sinai Peninsula.

Egypt would sell the "bad" part of the Sinai Peninsula to the Palestinians; the Palestinians would combine that purchase with the Gaza Strip to create a contiguous, two-seas-access new nation alongside Israel but 50% bigger; the Israelis would purchase the West Bank from the Palestinians to achieve their yearn for the "Land of Israel", and give the Palestinians the means to purchase their portion of the Sinai Peninsula.

The PEIS Plan stands for the Palestine-Egypt-Israel-Sinai peace plan.

This book summarizes the current conflict, describes the solution, and explains why the Egyptians, Palestinians, Israelis, and the other parties in the conflict such as the Bedouins and Islamic insurgents, should welcome the PEIS Plan, and how the PEIS Plan, in one stroke, would resolve the status of Jerusalem, the right of return of the Palestinian diaspora, the feud between Hamas and the Palestinian Administration, the Sinai insurgency against Egypt, and how Israel could ultimately afford to pay for this Plan to unify the country.

If the Israelis, West Bank Palestinians, and Egyptians are made aware of the Plan, they can sit down and explore its merits. During the exploration, Israel will likely pause its bombardments and blockades of Gaza, while still cordoning the Strip and isolating Hamas. The Arab countries that bankroll Hamas may also see merits in the Plan and will pressure Hamas to release women, children, the elderly, and the wounded hostages as an act of goodwill. This will stop deaths and destruction, and the agonies of families from both sides.

If the exploration session evolves into a successful peace negotiation, then humanity has finally resolved this seemingly intractable conflict.

I have the Plan, but I don't have the voice to push governments to look at the Plan. The ABCDE has this voice. An opinion article or a book review in the ABCDE will make the world aware that there is a solution to all the killings and hatred in the Middle East.

I am making the round of news & media companies to introduce the PEIS Plan. The ABCDE is one of the first companies I contact because I am familiar with the publication: I am a long-time subscriber and many references in the book are its articles.

Due to your Middle East experience, I would like to introduce you to the PEIS Plan and solicit your opinion.

The PEIS Plan is a peace plan that will resolve the Israeli-Palestinian conflict once and for all. This is the synopsis:

The PEIS Plan stands for “Palestine/Egypt/Israel/Sinai” plan. The Israeli–Palestinian conflict has been called the world’s “most intractable conflict” because of one reason — territory. Both the Palestinians and the Israelis want the same piece of land. Past and current peace initiatives focused on partitioning this land. There were variations of the two-state solutions, slicing and dicing the territory in every which way imaginable. There were variations of the one-state solutions, from autonomous Palestinian areas within Israel to full Palestinian integration. There was also the extreme solution, which was the expulsion of one population out of the contested land, such as the Zionist dislodgment of Palestinians into refugee camps in 1948, or the present Hamas’ vow to remove all Jews from Palestine.

The PEIS Plan takes a different approach: it introduces Sinai as a new land for the Palestinians to form their own country side by side with Israel. Instead of fighting for the same piece of land, each side will have its own separate land to build a nation for its own people.

(The PEIS Plan uses the Family Pizza solution. When parents see their two children fighting over a pizza, instead of letting them argue who should have which piece, they just buy another pizza.)

The PEIS Plan proposes that Egyptians sell part of the Sinai Peninsula to the Palestinians and use the proceeds for the economic development of the rest of Egypt. The Palestinians sell the West Bank to Israel and use the remittance to pay the Egyptians. They combine the purchased Sinai territory with the Gaza Strip to form a contiguous New Palestinian nation that also includes the native Bedouins. The Israelis buy the West Bank from the Palestinians, and finally fulfill their immemorial yearning for the “Land of Israel.”

By answering the three basic questions:

+ Why should Egypt let go part of Sinai? 
+ Why should the Palestinians forgo the West Bank for the desolate Sinai? 
+ And why should Israel pay for the whole thing? 

the PEIS Plan resolves many existing issues of the current intractable conflict, such as the Israeli recognition of the pre-1967 border, the right of return of the Palestinian diaspora, and the status of Jerusalem as a Palestinian capital. It then describes the vision of a New Palestine state that includes the Gaza Strip in a contiguous land mass, is 50% bigger than Israel, has an unrestricted airspace and two seas access (the Mediterranea Sea on the North and the Gulf of Aqaba at the South), has the potential to develop from the ground up as the first fully environmentally green country in the world, and a prosperous one by being at the center of the Europe-Middle East-Asia trade route, and provides the citizenship home for all Palestinians - for those who decide to move to New Palestine and for those who choose to remain in the time-honored West Bank under a new concept of native residency.

Under the PEIS Plan, there will be two countries standing side by side as friendly neighbors: the New Palestine described above and a new Israel that will own Judea and Samaria with full international recognition. Furthermore, the PEIS Plan can be a template for peace between Israel and Lebanon, and Israel and Syria. Israel may get something it has never known since its inception: a country at peace with all its neighbors.

If you see some merit in the PEIS Plan to bring peace to this small piece of earth, please use the power of your position to propagate the idea so that it can reach the pertinent decision-making authorities in Egypt, Israel, the West Bank Palestinian Authority, and the US. If they also see the merit of the Plan and agree to open an official peace conference, Israel will likely stop the bombardment of Gaza, delay its invasion, and allow humanitarian aid to flow through. Hamas will likely reciprocate by freeing some hostages. Both sides will wait to see how the peace conference fares.

The PEIS Plan is a peace plan that will resolve the Israeli-Palestinian conflict once and for all. If the parties to the conflict are open to the PEIS Plan, Israel will reduce its lethality in the Gaza Strip to give room for the plan's negotiation. You have the power of the media megaphone to make the parties aware of the PEIS Plan.

The PEIS Plan stands for the “Palestine/Egypt/Israel/Sinai” plan. The Israeli–Palestinian conflict has been called the world’s “most intractable conflict” because of one reason — territory. It then describes the vision of a New Palestine state that includes the Gaza Strip in a contiguous land mass 50% bigger than Israel, retains historical sites within the West Bank as concessionary sovereign enclaves, has an unrestricted airspace and two seas access (the Mediterranean Sea on the North and the Gulf of Aqaba at the South), has the potential to develop from the ground up as the first fully environmentally green country in the world. New Palestinian citizens can also remain in the West Bank with the legally protected status of native residents. 

While the PEIS Plan is a peace plan between the Israelis and the Palestinians, it can be a template for peace between Israel and Lebanon, and Israel and Syria. Israel may get something it has never known since its inception: a country at peace with all its neighbors. The Middle East may see something it has never known since modern times: the sound of peace.
