Ukraine Conflict - The CUTTR Plan Digest - Contacts

As said in the introduction to the CUTTR Plan digest, I do not have a ready audience for the plan. It is now my onus to raise its awareness. Perhaps the plan is idiotic (the "Ngu" in "Doc Ngu", which means "idiot" in Vietnamese), or perhaps the plan can be the starting point for the two sides to stop the fighting and discuss a permanent peace. I don't want to regret not doing something while the war is continuing with its killings and destructions.

Below are my attempts to contact individuals and institutions to introduce them to the CUTTR Plan. The No Reply in the Comment section also includes automatic replies from form submissions without a human follow-up.
